Evaluation of the Weatherization Assistance Program

We were a core member of the independent evaluation team that conducted a multi-year evaluation of the national low-income Weatherization Assistance Program for the Department of Energy. We led an extensive data collection effort from 51 grantees and nearly 1,000 local agencies. Response rates exceeded 90 percent thanks to a creative case management approach we developed to work with respondents rather than just requesting survey completions.

Indiana industrial stakeholder process

We facilitated technical workshops to obtain input from Indiana utilities, consumer advocates, and other stakeholders on the future of electric energy efficiency program offerings in Indiana. We synthesized findings from this process in a report with recommendations to the Indiana Utilities Regulatory Commission for promoting a more consistent, statewide approach to program design and implementation. We continue to serve as an advisor to the IURC on statewide program administration and evaluation issues. Download the final report.

Minnesota energy savings goals stakeholder process

We designed and facilitated a series of stakeholder meetings for the Minnesota Department of Commerce to gather input on the state’s energy savings goals. Participants included staff from the state energy office; investor-owned, municipal and cooperative utilities; nonprofit advocacy organizations; union representatives; and large energy use customers.
